Further Information on UA 121/08 (7 May 2008) and follow-up (16 June 2008 and 31 July 2008), 16 January 2009 US national Emanuel Zeltser was sentenced on 11 August 2008 to three years in prison for “using false official documents” and “economic espionage” following a closed trial. An appeal to the Belarusian Supreme Court was denied on 31 October 2008, also in a closed hearing. He is being held at a penal colony near Mogilev in eastern Belarus. His health has deteriorated further, and the Belarusian authorities are continuing to deprive him of essential medication for various ailments, including diabetes, heart problems and severe arthritis. |

Press Relaese of Reporters without Borders, 29 January 2009 In show of bad faith, government again refuses to issue press accreditation to Radio Racyja journalists Reporters Without Borders urges the Belarusian authorities to reverse their decision to refuse to issue press accreditation to two Minsk-based Belarusian journalists employed by Radio Racyja, a station based in the Polish capital of Warsaw. “The government is acting with extraordinary bad faith,” Reporters Without Borders said. “It says it wants to make it easier for the media to operate in Belarus but it harasses them constantly. The situation is absurd. Under a new law that takes effect on 8 February, the foreign media are required to obtain accreditation, but the authorities are making it impossible for them to comply with the law’s provisions, pushing them into illegality.” |

Press Release of the European Parliament, 15 January 2009 MEPs insist on five conditions to improve relations between Belarus and the EU in a resolution adopted in Strasbourg. Freedom for political prisoners, media NGOs and political associations are the main points underlined by the European Parliament to renew the period of six months during which travel restrictions imposed on certain Belarus Government officials have been lifted.

Belarusian authorities continue to use the criminal justice system and onerous administrative demands to control civil society, political opposition, and the media. In 2008, as in previous years, several opposition activists and journalists were arrested and jailed for participating in unsanctioned protests. Violence was used against some activists and journalists during demonstrations. Belarus has demonstrated some progress by releasing its last remaining political prisoners in 2008, but at least 10 activists continue to serve "restricted freedom" sentences that permit them only to be at home or at work. Belarus introduced new restrictions on the media that take effect in early 2009. |
